The modest benefits of housing delivery, housing mix, local services support, and affordable housing contribution (afforded moderate weight) were significantly and demonstrably outweighed by the identified harm to the conservation area character and appearance, neighbouring living conditions, and unresolved drainage concerns, such that the proposal would not constitute sustainable development when assessed against the Framework taken as a whole.
