What decided it
The unmitigated harm to the character and appearance of the area through garden subdivision and prominent fencing, combined with the inability to secure mitigation for the likely adverse effect on the Chiltern Beechwoods SAC, outweighed the moderate benefit of two additional homes in a sustainable location.
The net benefit of two two-bedroom homes in a sustainable location at a time of housing shortfall carried only moderate weight, but this was outweighed by the very substantial weight of the harm to character and appearance and the unacceptable effect on the SAC integrity.
