The proposal would have an unacceptable effect on highway safety due to restricted visibility at the access, the need for vehicles to reverse onto a 60mph speed limit road, and the conflict between residential and agricultural traffic in shared yard areas, such that condition Q2(1)(a) of the GPDO would not be met.
