What decided it

The totality of the proposed works, including new concrete floor slabs, independent timber frame structures for thermal envelopes, and substantial roof and wall replacements, would be tantamount to substantial rebuilds rather than conversions and therefore exceed the extent of works reasonably necessary under Class Q.1(i) of the GPDO.
