What decided it

The scale and nature of the proposed works, comprising a new internal structure independent from the existing building with replaced roof and wall coverings and a new front elevation, would constitute substantial rebuild rather than conversion and therefore exceed the extent of works reasonably necessary under Class Q.1(i) of the GPDO.
