The site's appearance and function as open countryside on approach to Ladock, combined with its failure to constitute rounding off or infill under the local spatial strategy, meant that the modest housing benefits could not outweigh the significant harm to character and the conflict with the development plan.
The modest benefits of housing delivery, construction jobs, local spend and climate measures were significantly and demonstrably outweighed by the conflict with the local development strategy and harm to character and appearance, even accounting for the Council's housing land supply shortfall and the Framework's objective to boost housing supply.
