What decided it

The totality of harms from unsustainable location and character change do not outweigh the benefits of housing delivery, and the development conflicts with the development plan.

The benefits of nine dwellings and affordable housing, attributed great weight, were outweighed by significant harm from reliance on private vehicles due to peripheral location and demonstrable harm to rural character and openness, such that the Framework did not indicate a decision other than in accordance with the development plan.
