What decided it
The absence of a detailed arboricultural survey and impact assessment meant the effects on trees, hedges, and character and appearance could not be properly assessed, and the potential impact on bats required survey work before permission could be granted, with these harms outweighing the housing benefit under the tilted balance.
The delivery of two dwellings and associated social and economic benefits were given substantial weight, but the considerable harms to character and appearance, trees and hedges, and bats significantly and demonstrably outweighed these benefits under paragraph 11d of the Framework.
