The material increase in parking demand, servicing requirements, and noise and disturbance to neighbouring occupiers in an area already experiencing parking pressure and constrained highway capacity, combined with the cumulative effect of a second drinking establishment adjacent to an existing wine bar, conflicts with the development plan with no material considerations of sufficient weight to justify the appeal.
