What decided it
The combination of unresolved flood risk (sequential test not satisfied and inadequate site-specific assessment), disproportionate scale contrary to countryside conversion policy, and less-than-substantial but considerable harm to the setting of a designated heritage asset, which together outweighed the housing benefit even in the context of a shortfall in housing supply.
The housing benefit (one dwelling contributing to acknowledged housing shortfall) was given significant weight, but was outweighed by the great weight attached to harm to the designated heritage asset and the unresolved flood risk and location unsuitability, such that the presumption in favour of sustainable development at paragraph 11 did not apply.
