What decided it
The significant harm to character and appearance caused by the building's excessive height, bulk and roof form in a prominent transitional location with a low-rise suburban character outweighed the benefits of housing delivery in the absence of a five-year supply.
The benefits of housing delivery (8 dwellings, net 2 above the extant permission, and limited economic benefits) were significantly and demonstrably outweighed by the identified harm to character and appearance, such that the presumption in favour of sustainable development did not apply.
