The harm to the significance of the Belper and Milford Conservation Area and the Derwent Valley Mills World Heritage Site, which the Framework requires to be given great weight and which provides a strong reason for refusal under paragraph 11(d), outweighs the modest public benefits of delivering a single dwelling.
The less than substantial harm to the character and appearance of the conservation area and the Outstanding Universal Value of the World Heritage Site, to which considerable importance and weight must be attached, was not outweighed by the modest public benefits of housing delivery and limited economic benefits, particularly given the strong reasons for refusal provided by the Framework's protection of designated heritage assets.
