The proposal would cause significant harm to Green Belt openness and would be inappropriate development in the Green Belt, with substantive flood risk concerns that cannot be overcome by the moderate housing benefits, particularly given the site's location outside the settlement boundary.
Although the Council cannot demonstrate a five-year housing land supply and the development plan policies are out-of-date, the Framework policies protecting the Green Belt and areas at risk of flooding provide a strong reason for refusal, and the moderate benefits of up to 3 dwellings do not clearly outweigh the substantial harm to Green Belt openness and substantive flood risk harm.
