What decided it
The absence of a suitable mechanism to secure phosphorus neutrality mitigation for the River Avon SAC, combined with inadequate groundwater flood risk assessment and conflict with the settlement strategy, outweighed the housing benefits.
The housing benefits and accessibility to services, which would weigh heavily in favour of the scheme, were outweighed by the conflict with protective policies relating to the SAC and flood risk, which provided a strong reason for refusal and prevented the application of the presumption in favour of sustainable development under paragraph 11(d) of the Framework.
