What decided it

The Council's inability to demonstrate a five-year housing land supply, combined with the limited extent of harm to character and appearance, meant the presumption in favour of sustainable development applied and the benefits of housing delivery outweighed the identified conflict with the development plan.

The limited adverse effects on character and appearance do not significantly and demonstrably outweigh the significant benefits of 2 new homes and modest economic and social benefits when assessed against the Framework taken as a whole; the presumption in favour of sustainable development applies.
