What decided it

The substantial harm to the character and appearance of the Area of Great Landscape Value and rural setting of the settlement, which would result from development in open countryside, significantly and demonstrably outweighs the modest benefits of housing delivery and economic benefits.

The modest benefits of housing delivery (up to four dwellings) and short-term economic benefits from construction and future occupation were significantly and demonstrably outweighed by the substantial harm to landscape character and appearance and conflict with development plan policies that are broadly consistent with the Framework.
