What decided it

The limited public benefits (matching front elevations, economic benefits from CIL and construction jobs, environmental benefits from energy efficiency and landscaping) and private benefits to the elderly individual's wellbeing were not sufficient to outweigh the less than substantial harm to the significance of the Wandsworth Common Conservation Area.
