The severe shortfall in the Council's five-year housing land supply (1.8 years) triggered the tilted balance under paragraph 11(d)(ii) of the Framework, and the substantial benefits of the housing scheme were found to outweigh the identified harms.
The significant benefits of housing delivery, affordable housing, self-build provision, biodiversity net gain and other modest benefits outweighed the moderate landscape harm and the less-than-substantial heritage harm, such that the adverse impacts did not significantly and demonstrably outweigh the benefits.
