Main issues, as the Inspector framed them
- Whether the site is suitable for residential development having regard to its location, the proposed land use and the amount of development with regard to whether the proposal would constitute inappropriate development in the Green Belt having regard to the National Planning Policy Framework and any impact on openness
- Whether any harm by reason of inappropriateness, and any other harm, is clearly outweighed by other considerations, so as to amount to the very special circumstances necessary to justify the development
What decided it
The proposal failed to demonstrate it would be in a sustainable location as required by paragraph 155(c) of the Framework, making it inappropriate development in the Green Belt, and the harm from inappropriateness and loss of openness was not clearly outweighed by the housing benefits.
The harm caused by inappropriateness and harm to the openness of the Green Belt, both carrying substantial weight, were not clearly outweighed by the contribution of up to nine dwellings to housing supply, particularly given the delay in delivery inherent in the permission in principle procedure.
