What decided it

The appellant failed to demonstrate that the appeal property was not viable for employment use in terms of market attractiveness, business operations, condition or compatibility with adjacent uses, as required by Policy EC2.

The significant harm from conflict with Policy EC2 and NPPF paragraph 85 (supporting economic growth) outweighed the moderate benefit of housing supply and the moderate weight afforded to reuse of previously developed land, which was qualified by the conflict with other Framework policies.
