What decided it
The substantial unmet need for gypsy and traveller pitches, the absence of a five-year supply of deliverable sites, the lack of alternative sites, and the sustainable location of the proposal, when assessed under paragraph 11(d) of the NPPF, outweigh the moderate harm to character and appearance and conflict with the development plan.
The moderate harm to character and appearance and conflict with Policies SP2, SP4, SP5, EN1 and DE1 of the development plan were outweighed by the significant weight afforded to the substantial unmet need for gypsy and traveller pitches, the absence of alternative sites, compliance with Policy H5, the sustainable location, and the presumption in favour of sustainable development under the Framework.
