Main issues, as the Inspector framed them

• Appeal A: the effect of the proposal on the character and appearance of the area; whether the proposal would provide suitable living conditions for future occupiers of the proposed dwelling and for the occupiers of 335 Ringwood Road in respect of external amenity space; and the effect of the proposal on highway safety in respect of parking provision.
• Appeal B: the effect of the proposal on the character and appearance of the area; and whether the proposal would provide suitable living conditions for future occupiers of the proposed dwelling in respect of privacy and for the occupiers of 335 Ringwood Road in respect of external amenity space.

What decided it

The significant and long-lasting harm to the character and appearance of the area caused by cramped and incongruous development that fails to respond to the prevailing pattern of generous spacing around dwellings demonstrably outweighs the benefits of housing delivery despite the Council's inability to demonstrate a 5-year housing land supply.

The adverse impacts of allowing both appeals (significant harm to character and appearance, and in Appeal A also harm to living conditions and highway safety) significantly and demonstrably outweigh the benefits (housing delivery, efficient use of brownfield land, sustainability features and biodiversity net gain) when assessed against the policies of the Framework taken as a whole.
