What decided it

Appeal A succeeded because the roller shutters, whilst externally mounted, are a common feature on North Road that assimilate with the local context and do not appear incongruous; Appeal B failed because the individually illuminated and sparkling advertisements are excessively elaborate and prominent compared to other commercial signage, causing unacceptable harm to public amenity.
