What decided it
The street hub, despite its modern appearance and illumination, would not appear as an unduly bold or incongruous feature in the commercial High Street context and would preserve the character and appearance of the conservation area and the setting and significance of the nearby Grade II* listed building.
The visual impact of the modern street hub and its illuminated displays was outweighed by the public benefits of enhanced digital connectivity, free public services, and the fact that it would replace rather than add to street furniture in a commercial area where such features are not incongruous.
