What decided it

The Inspector's site observations that the footway lacks conventional highway characteristics and pedestrians naturally walk on the road itself, combined with the low traffic speeds and volumes on the short cul-de-sac, meant that parking overhang would not create unacceptable highway safety harm, and the additional vehicles and bins would be visually consistent with the established character of the area.
