What decided it
The Council's inability to demonstrate a five-year housing land supply, combined with the Inspector's finding of only very modest harm to the Cornwall National Landscape (rather than significant harm), engaged the presumption in favour of sustainable development under NPPF paragraph 11d)ii, which tipped the balance in favour of allowing the appeal.
The modest benefits of housing supply in an area with acknowledged lack of provision and modest economic benefits, combined with the Council's failure to demonstrate a five-year housing land supply, outweighed the very modest harm to the Cornwall National Landscape and modest harm from reliance on private vehicles, particularly at the permission in principle stage.
