What decided it
The substantial adverse effect on highway safety arising from restricted visibility at the A692 junction, combined with the conflict with the development strategy regarding sustainable location of housing, outweighed the benefits of housing delivery in the context of a shortfall in five-year housing land supply.
The benefits of 4 dwellings, environmental improvement, and social and economic benefits were afforded significant weight, but the substantial weight given to the conflict with development plan policies on sustainable development and highway safety, which align with the Framework, meant the harm significantly and demonstrably outweighed the benefits.
