The significant weight accorded to conflict with the recently adopted spatial strategy and the high degree of dependence on private motor vehicles weighed heavily against the proposal, outweighing the modest benefits of five dwellings and social and economic benefits from construction, such that the adverse impacts significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole.
