The benefits of new housing on underutilised land in a sustainable location with good access to services and public transport, and economic benefits during construction and occupation, were significantly and demonstrably outweighed by the adverse impacts on character and appearance and living conditions, such that the presumption in favour of sustainable development did not apply.
