The less than substantial harm to the conservation area and limited harm to the non-designated heritage asset outweighed the limited social and economic benefits of housing supply, construction phase benefits, and trade to local services; the presumption in favour of sustainable development did not apply due to the strong reason for refusal provided by heritage harm under paragraph 11d(i) of the Framework.
