The benefits of providing two to four dwellings in a sustainable location, supporting housing supply, providing local economic benefit and CIL contributions, significantly outweigh the harm from conflict with the spatial strategy in the development plan, which is given reduced weight due to the Council's lack of 5-year housing land supply
