Main issues, as the Inspector framed them
- the effect of the proposal on the character and appearance of the area
- whether the proposal would provide acceptable living conditions for future occupiers of the development, having regard to the size of the internal space
- the effect of the proposal on highway safety
- whether adequate mitigation has been secured to ensure the proposal would not have a likely significant effect on the Dorset Heathlands Ramsar site and the New Forest Special Protection Area (SPA)
What decided it
The unacceptable harm to the character and appearance of the area, arising from disruption of the established building line and loss of spatial relief, significantly and demonstrably outweighed the benefits of housing delivery in a district with poor housing land supply.
The benefits of delivering two dwellings, efficient use of land and sustainable location were outweighed by the unacceptable harm to character and appearance, such that the proposal did not benefit from the presumption in favour of sustainable development.
