What decided it

The outbuilding's prominent siting, excessive height above boundary treatments, and incongruous appearance caused unacceptable harm to character and appearance, and its bulk and proximity created an overbearing effect on neighbouring residents' outlook, conflicting with Local Plan Policy SWDPR 28.
