What decided it
The residential use would introduce continuous activity, lighting, garden use and domestic paraphernalia incompatible with the sensitive SSSI habitat, and the benefits of the development do not clearly outweigh the harm to the SSSI's special interest features.
The limited benefits of dwelling delivery, reuse of an existing building, renewable energy use and economic benefits were outweighed by substantial harm to the nationally important SSSI; the absence of a five-year housing land supply did not engage the presumption in favour of sustainable development because SSSI protection policies provided a strong reason for refusal.
