What decided it
The Council's inability to demonstrate a 5-year supply of deliverable Gypsy and Traveller pitches, which engaged the paragraph 11(d) tilted balance and was outweighed by the very significant public benefit of the development in meeting that unmet need.
The very significant weight attached to addressing the shortfall in Gypsy and Traveller pitch provision, together with modest economic, biodiversity and moderate PSED-related benefits, outweighed the moderate harm to countryside character and the limited (less than substantial) harm to the setting and significance of the Conservation Area, tipping the balance in favour of allowing the appeal.
