Main issues, as the Inspector framed them

  • Whether the appeal scheme preserves the setting of nearby listed buildings

What decided it

The harm to the setting of the Grade II* listed building and adjacent Grade II listed barn from the visually discordant stone caps and composite electric gate outweighs the limited public benefits, particularly given the Framework's requirement that substantial weight be given to the conservation of designated heritage assets.

The low-level harm to the setting of two listed buildings, to which substantial weight must be given under the Framework, was not outweighed by the limited public benefits of investment, improved wall condition, and unsubstantiated claims of security and highway safety improvements
