What decided it

The unresolved capacity of the local highway network (the C292 and the crossroads with the A345) to safely accommodate the development's vehicular movements, combined with the site's car-dependent rural location, was determinative.

Significant weight to economic benefits and moderate weight to BNG/sustainable construction benefits did not outweigh the harm arising from unresolved highway safety concerns and the resulting conflict with CS policies CP1, CP2, CP60, CP61 and CP62, which was found determinative and led to dismissal.
