The substantial scale, height and prominent positioning of the illuminated digital screens would harmfully intrude upon and dominate the character and appearance of the established pedestrian public realm, conflicting with development plan policies requiring design to be appropriate and sympathetic to its setting.

The public benefits of digital connectivity and wayfinding did not outweigh the harm to character and appearance of the area.
