The moderate weight given to housing delivery and modest weight to economic, social and biodiversity benefits were significantly and demonstrably outweighed by the significant weight attributed to harm to character and appearance and harm to living conditions, such that the presumption in favour of sustainable development did not indicate permission should be granted.
