• Whether the appeal site is a suitable location for the proposed development having regard to the local development strategy and in particular access to facilities and services
• The effect of the proposal on the character and appearance of the area
• The effect of the proposal on the living conditions of neighbouring occupiers with regards to noise and disturbance
• The effect of the proposal on the living conditions of neighbouring occupiers of 'Sunbury' with regard to the provision of external amenity space
• Whether the proposal would provide an appropriate mix of housing

What decided it

The significant harm to the character and appearance of the area and the material harm to the living conditions of neighbouring residents through noise and disturbance outweighed the moderate benefits of housing delivery in an area with a 2.5-year housing land supply.

The moderate weight given to housing delivery and modest weight to economic, social and biodiversity benefits were significantly and demonstrably outweighed by the significant weight attributed to harm to character and appearance and harm to living conditions, such that the presumption in favour of sustainable development did not indicate permission should be granted.
