What decided it
The protection of the historic environment and the preservation of important spaces between buildings in the Conservation Area must take precedence over the provision of a single new dwelling where the harm to character and appearance and living conditions is tangible and permanent.
The modest benefit of a single dwelling and economic benefits of construction were outweighed by the less than substantial but tangible harm to the character and appearance of the Conservation Area and the adverse effects on living conditions of both future residents and those in the adjacent flats.
