The proposal constitutes inappropriate development in the Green Belt which fails to meet the sustainability requirements of Framework Paragraph 155c), and Green Belt protection provides a strong reason for refusal under Paragraph 11d)i despite the Council's inability to demonstrate a 5-year housing supply.
The substantial weight given to Green Belt harm combined with harm arising from conflict with the settlement strategy and the site's unsustainable location relative to services and facilities, is not clearly outweighed by the limited benefits of one dwelling and housing land supply contribution, therefore very special circumstances do not exist.
