Main issues, as the Inspector framed them
- The effect of the proposal on the significance of the listed building
- The effect on the character and appearance of the surrounding area with regard to its conservation area location
What decided it
The absence of specialist evidence demonstrating that the existing windows cannot be repaired, combined with the harm to the listed building's historic fabric and architectural integrity from replacement with modern double glazing, outweighs the energy efficiency benefits claimed.
The benefits of improving energy efficiency were given substantial weight, but this did not outweigh the harm to the significance of the listed building caused by loss of historic fabric, which was not justified by clear and convincing evidence.
