What decided it
The Council's inability to demonstrate a five-year supply of deliverable housing sites (3.9 years) engaged the Framework's tilted balance under Policy S5, which required approval of physically well-related residential development of appropriate scale unless benefits were substantially outweighed by adverse effects, and the housing delivery and affordable housing benefits outweighed the moderate character harm and spatial strategy conflict.
The conflict with the development plan spatial strategy (afforded moderate weight) and moderate harm to character and appearance (afforded limited weight) were outweighed by the substantial benefits of housing delivery in the context of a significant shortfall, the significant benefit of affordable housing provision, and modest economic benefits, such that the adverse impacts did not significantly and demonstrably outweigh the benefits when assessed against the Framework.
