What decided it

An adverse effect on the integrity of the Wealden Heaths Phase II Special Protection Area cannot be ruled out, and the development conflicts with Policy CP22 of the JCS and the Habitats Regulations, with no material considerations of sufficient weight to justify a decision other than in accordance with the development plan.

The substantial harm to the integrity of the Special Protection Area outweighed the benefits of providing an additional gypsy and traveller pitch and compliance with other policy requirements.
