What decided it
The unacceptable loss of a family-sized dwelling contrary to Policy LP5, combined with the substantial weight attached to this harm outweighing the limited benefits when assessed against the Framework, meant the adverse impacts significantly and demonstrably outweighed the benefits.
The limited benefits of providing a HMO in a sustainable location with efficient land use were substantially outweighed by the substantial harm of losing a family-sized dwelling needed to meet the Borough's identified housing needs, such that the presumption in favour of sustainable development did not apply.
