The Council's inability to demonstrate a five-year supply of deliverable housing land engaged the tilted balance under NPPF paragraph 11(d)(ii), and the benefits of housing delivery were not significantly and demonstrably outweighed by the loss of a single family dwelling.

The adverse impacts from the loss of a 4-bedroom dwelling were not significantly and demonstrably outweighed by the benefits of housing delivery (one additional home and economic benefits) when assessed against the policies in the Framework taken as a whole, under the tilted balance.
