What decided it

The proposed development conflicts with Policy LP29 because it would intensify HMO occupation in a location with PTAL 3, below the policy requirement of PTAL 4, and this conflict outweighs the benefits of providing additional affordable shared accommodation.

The benefits of more efficient use of an existing HMO and provision of two additional units of relatively affordable shared accommodation were outweighed by the significant harm arising from the proposal's failure to meet Policy LP29's public transport accessibility requirement.
