What decided it

The absence of any recorded personal injury accidents and the comparatively low volume of traffic attributable to the appeal uses meant the development would not cause an unacceptable impact on highway safety or severe residual cumulative impacts, even without the proposed off-site mitigation works.

The desirability of the proposed off-site highway works did not outweigh the finding that they were disproportionate to the scale of development and undeliverable through enforceable conditions, and the development was found acceptable in highway safety terms without them, so the appeal was allowed.
