What decided it

The absence of any development plan policy conflict, combined with the Framework's recognition that planning should address the accommodation needs of looked-after children, meant that material considerations of sufficient weight did not outweigh the lack of conflict with the development plan.

The limited harm from the loss of a single dwelling to housing land supply was outweighed by the provision of accommodation for a group with specific housing needs in accordance with the Framework.
