Main issues, as the Inspector framed them

  • whether or not the development is inappropriate development in the Green Belt
  • the effect on the character and appearance of the area
  • whether the agricultural use of the building is harmful to the living conditions of neighbouring occupiers with specific reference to noise and disturbance
  • the effect of the development on flood risk

What decided it

The absence of a flood risk assessment demonstrating that the development will be safe throughout its lifetime and will not increase flood risk elsewhere, which conflicts with policy F7 of the Framework and is a material consideration of considerable weight.

The limited benefits of approving the appeal development are substantially outweighed by adverse effects, when assessed against the national decision-making policies in the Framework, and the presumption in favour of sustainable development set out in policies S3 and S5 of the Framework does not apply.
